It certainly does! I tried it out quickly last night and noticed something positive, something negative. Looking the big picture I think this update is towards better usability but not necessarily faster workflow.
+New "zoom on double click or mouse wheel" feature is great! Not anymore I have to check the focus with the slow focus-tool or by viewing the processed TIFF-files full screen.
+Images zoom automatically to use as much space there is available. Negative side of this is portrait and landscape pics being of different size. I guess there's some way to make them equal in size. Or is there?
+Program starts and especially closes VERY fast compared to earlier versions (which took some serious time closing).
+More to tweak, more sliders, more tabs, ...
-Sliders are very sensitive. There should be some button or switch to adjust the range of the sliders. Now even a slightest mouse movement on any slider causes huge changes in the picture!
-Browsing pictures in a folder is troublesome. In 3.x.x one could use arrow keys to move to next/previous pic regardles where the focus was. In 4 this is not possible without selecting the thumbnail tab first.
-Portrait and landscape pics are different in size, as stated earlier.
-Thumbnail browser eats up a lot of space when positioned in the bottom of the window. Is there some way to move this to either side (like in 3.x.x)? I guess people with wide screen displays really hate thumbnail browser being down there as portrait pictures have only little space.
-Response to adjustments is kinda slow. There is constantly some lag when making adjustments.

1) AFAIK this was done in V3.whatever by bouble clicking the magnifying glass.
2) Never was able to do that in V3 either, unless I pressed Cmd+arrow.
Obviously, this is on a Mac.
Didn't try V4 yet. Still working out LR ;)
